    I saw the SPD of DEC COBOL and it claimed that Informix C-ISAM is the
    only supported ISAM to be used.
    
    Is that still true?
    
    Do we have other options (cheaper one or free?) if we want to use some
    non-critical ISAM file access on Digital UNIX (for all languages)?

I think so.  The best place to ask would be the CLT::COBOL conference, but
I don't think there have been changes in this since I left the project.

I know of several C-ISAM compatible products, but none are free.   
Information about D-ISAM (which claims 100% interface compatilibity with C-ISAM)

A single developer license for D-ISAM appears to be about $900 (but it comes
with sources so you can hack it to your hearts content...)

Acceler8 also offers such a package:

I couldn't find any prices for this one.

I also found some references to a Ricoh product called G-ISAM but it appears
to only be available in Japan.
