According to the man page about ntp_manual_setup,I set up a server
running Unix 4.0A aas a local time source.
But when I reboot or restart the network, there is always a error
message like the following:
Setting kernel timezone variable
Setting the current time and date with ntpdate
Ntpdate failed.
Is this a bug of Unix 4.0A?

If your system is a ntp-server, what hardware is supplying a
precision Time-of-Day clock? When I set-up ntp on several of the
Alpha PC systems my group tests, I chose the ntp-peer method since
no system had a precision clock. Perhaps, when you specify server,
it's looking for a precision ToD source. Try three or four peers
and see if you get the same error. I've had no problem using
peers running 4.0, 4.0A, and/or 4.0B.
