ALL-IN-1 V3.0a

A customer just upgraded from VMS V5.5-2 to OpenVMS V6.2.

After relinking the images and moving them to their respective locations etc.
he has been encountering several problems:

1. MUA E appears to hang attempting to edit a user and change one of the 
   privs from N to Y. 

   We checked the script symbiont and it is idle without any jobs

2. He has some customization on the BA form to define several functions.
   The first command in the named data for these functions is 
   SPAWN <some-comm-proc>

   It appears that this SPAWN is NOT being executed
