The log of the shutdown on the DEC7000 is as follow:

Halt instruction executed.
During another boot the DEC7000 crashed and did suceed to write a
crash dump.

I'll assume this is a follow-on to 5274.*.
As a suggetion, try initializing the processor after the
shutdown. (This is an old VAX trick for clearing out a
crufty processor state.)
