New installation of DEC/EDI 2.1D under OpenVMS/Alpha V6.2-1H3.
Following the instructions given during VMSINSTAL, the customer did the
following:

There is a procedure called: DECEDI$CONFIGURE_OBB.com 
in user2:[decedi_v21d_patches]. Obtain that and try again.

Also there have been a couple of recent  notes about this, read all
those to obtain the recovery procedures.
