You have not provided all the information required to understand what is going
on.
If a transmission fails for some reason, and you have done nothing to
correct the problems that caused it, you should expect it to go to failed
again.
1. Was anything done to correct the errors?
2. How long did you wait to determine that the txn's are stuck?
3. What did mon proc/topc cpu have to say about active processes?
4. what did RMU have to say about current transactions?
5. Are processes running out of quota?
Can you supply a sample transmission?
Any table customizations?

This is actually reported in note 3001 as part of another problem.
Jean-Marie has just moved it to a new note as it wasn't related to
the problem in note 3001.

Did you reprocess only the separated documents or the whole
transmission file?
Reprocessing an EDIFACT document should send it to the Translator,
but a transmission file should go to the TFS. There is some new code
in the UI and translator to improve the efficiency of the translation
process, by passing a pointer to the actual document to the translator
rather than a general wakeup, as in V2.1C. This removes the need for
the translator to search the database.
Reprocessing the transmission file should by the same in V2.1D and
V2.1C.
