In my experience you can't just disable something in the BIOS and
expect WIN95 not to see it.
You must let windows95 take the bait, i.e. configure the device
as it normally would, then once you have the hook sunk deep, disable
the device in the device manager. (Uncheck the current configuration
checkmark on the general page, of the device in question).
This will then free up the resources windows95 allocates to that
device across reboots.
