I just tried to swap the CPUs from my Venturis 590 and my Intel Multia (100 MHz)
and experienced a similar behaviour as the base noter.

When starting Windows 95, it would hang (reliably) after initializing the serial
ports. The last lines of bootlog.txt are always:

Dynamic load device lmouse.vxd
Dynamic load success lmouse.vxd
Dynamic load device C:\WINDOWS\system\serial.vxd
Dynamic init device SERIAL
Dynamic init success SERIAL
Dynamic load success C:\WINDOWS\system\serial.vxd
Dynamic load device C:\WINDOWS\system\serial.vxd
Dynamic init device SERIAL
Dynamic init success SERIAL
Dynamic load success C:\WINDOWS\system\serial.vxd

With the 90 MHz CPU, the boot continues with 

DEVICEINIT = VKD

Win 95 boot fine in safe mode with the Pentium 100. It just refuses a full boot.

Was this issue ever resolved ?

PS: yes, I bridged the jumper which changes the bus speed from 60 to 66 MHz.

PPS: re .1 - how can I recognize the difference between a VRE and a STD version?
The CPU says
