	Installed DCPS v1.3 (OpenVMS VAX 7.0) -- IVP failed and
	starting que after dcps$startup, I got an error (repl/ena)

	---> %BADPARAM, parameter to decthreads operation is invalid

	---> CMA-F-NOMSG, Message number 00408194


	$ SET MESSAGE SYS$MESSAGE:DCPS$MSG.EXE
	$ EXIT %X00408194
	%CMA-F-NOMSG, Message number 00408194

	What's wrong ? Threads patch needed or upgrade to vms7.1 ?

    	This error is most likely due to delta time problem.

	Thanks' for an answer. I didn't put the fix, but instead
	upgraded to v7.1, which corrected the problem.
	Also upgraded decnet phase IV to decnet+ (=decnet/osi).

    I have a customer that is getting a similar error as 7210.0
    except she does not get the decthread operation error.
    
    Cusotmer is running VMS v7.0, DCPS v1.3, after a power-hit, the print
    queues stopped working. The print queue is stuck in a "stopped" status.
    Here is the error message...
    
    %cma-f-nomsg, message#00408194
    
    The queues worked fine before the power-hit. Nothing else has changed
    on the operating system.

    we decided to just upgrade the VMS to 7.1 wwhich will fix this problem.
