    I am installing RTR 3.1a on D.UNIX 4.0b and get the following error.
    
    (Installation requires as least V2.0 of the base operating system)
    
    I am sure that the OSFBASE subset is installed. What can be wrong?

Digital Unix 4.0 was only a gleam in some engineer's eye
when RTR V3.1A was released way back in 1995.  RTR V3.1B 
and RTR V3.1C do not have this problem.  We strongly recommend 
upgrading to RTR V3.1C  (it is available at
DECALP::RTR$KITS:[RTRV3.OSF.ALPHA] ).

    What is the IP address for DECALP or TALER? Do I need a user name and
    password when using ftp?

    Anonymous FTP is not set up on DECALP, and I don't think it is on TALER 
    either. You'll have to use DECnet to copy the kits.
