| Yes, you can now compile as root using Digital UNIX V4.0. The OS
change that provides this support with the Micro Focus COBOL product
may also have been integrated into a later release or fix with Digital
UNIX V3.2. Let me know if you need me to track it's integration with
Digital UNIX V3.2.

| Hi again,
Thanks for the good news re V4. We are using Digital UNIX 3.2g and
Micro Focus COBOL 3.2b. I was told by someone trying to make this work
that it's not working, and I assumed it was this documented problem.
Can we find confirm whether the OS fix was in 3.2g? Thanks.

From the OSF QAR response, it does appear to only have been fixed in
Digital UNIX V4.0.
I was able to confirm that it's still a restriction on Digital UNIX V3.2D.
I was able to find a Digital UNIX V3.2G system, but don't have root privileges
to try the test yet.
Here's the info from the Micro Focus COBOL release notes (V4.0). If the
message described here is the one that you're getting, then this would
confirm that you are running into this restriction of compiling as root.
RESTRICTIONS
Compilation as ROOT:
As ROOT, the use of Micro Focus COBOL to compile an application
from source on Digital UNIX V3.2 will result in the following
error: "FATAL ERROR-Cannot access message file".
