Folks

I have a problem where a customer of mine has upgraded his VAX from VMS V6.2 
and DECnet/OSI to OpenVMS V7.1 and DECnet-PLUS.

When attempting to start LAT he is getting the following message:

LAT rating image has not been initialized

LAT$RATING.EXE is in sys$loadable_images as expected. Once the system has 
then booted, the customer is able to start LAT on the fly.

Why is this the case?

    Steven, is your Customer's system a Multiprocessor (SMP) VAX with
    more than 1 CPU active ?
    
    Another CSC Specialist has asked a very similar question over in

    The customers system only has a single CPU. 
    It strikes me as odd the way LAT does not start durring a reboot but is
    able to start without errors a few minutes later. 
    
    I was not aware if the LAT$RATING image. I can see in his
    LAT$CONFIG.COM;1, that he is loading it with the following line
    
    $ sysgen load lat$rating
    
    considering the error he is getting is complaining about the image not
    being loaded, would it acceptable to replace this line with 
    
    run sys$loadable_images:lat$rating.exe
    
    Apart from doing that I am really at a loss with this one.

    That previus note made no difference. So I added a wait statement after
    the line in the initial LAT$CONFIG, so it would try to load the
    lat$rating image then wait 90 seconds, and the continue. This seemed to
    allow for enough time for LAT$RATING to be loaded. But we were getting
    the message now saying that the LATACP process had not been started. 
    
    I tried a wait statment in the line before that, and that had no
    difference. The customer has gobe home so there is not much I can do on
    his system now unitil Monday. 
    
    DO you have any ideas though?
