The following is a part of my TAPMGRDBXEQ.LOG
Sls seems to be shutting itself down every so often. The RQ and opcom
process is out there but no DB. Version is 2.7

may be it's your problem:
Do you use DECNET/OSI 6.3 on client nodes.
When client shutting down running DECnet/OSI 6.3, OSI 6.3 sends "shutdown
message" which stops SLS on phase IV server.
This has been corrected with OSI 6.3 ECO6

This problem is described in SLS conference 1990.5 and
HELP::DECNET-OSI_FOR_VMS entry 2106.25.
The shutdown on the server happens every time SLS is stopped on an SLS
client (or shutdown on the client).
