Have a cluster running VMS V6.1 and SLS V2.8a. 

Can I upgrade to VMS V7.1 and still have SLS work?  or must I upgrade to 
SLS FT 2.9.

Having said that V2.8a will work - it's just unsupported. To be honest, If it was me
I'd run V2.8a rather than FT code.

To get V2.8a to work on V7.0 all I hade to do was copy the standard VMS backup
image from SYS$SYSTEM to SLS$CUSTOM:VMSBUXXX.EXE

Works like a dream - even RDF.

Have upgrade to VMS V7.1. Tried SLS and am getting

tried .2 action. copy backup.exe to sls.  same error.

don't really like using a FT on a prod system but

See note 2075.8 which points out there are known problems running
SLS V2.8A with V7.1.  MDMS V2.8A (which includes most of the STORAGE
commands) works ok with 7.1 and is fully supported.  But several
SLS functions (including system save/restores) will fail on both
VAXes and Alpha's running 7.1.  Your ACCVIO is a typical symptom.
Other symptoms vary depending on sysgen param MULTITHREAD.  The
known problems are fixed in V2.9-FT1 (aka B2.9-1).
