DECNIS does not perform any kind of IP tunneling for the RIP protocol.
Therefore no, this does not happen automatically.
Since you have no IP addresses set on your Frame-relay circuits
there is no way for RIP to work on these circuits. What you will have to do
is perform route-propergation from the ISIS information recieved on
yor FR circuits and propergate these into your RIP instance set on the
ethernet circuit.
You can then use DTF to trace the RIP packets sent out over the
ethernet circuit to verify that the routes learnt via ISIS
are being propergated into RIP at the correct metric.
