With the DECswitch 900EF partial RMON:
1) for the short and long history intervals, can you change these from the
defaults?
2) can you use RMON Manager to manage any of Stats, History, Alarms or
Events on the DECswitch, or does RMON Manager only work with the enterprise
RMON?

The MIB definition of historyControlInterval says, "This object may not be modified if the associated historyControlStatus object is equal to valid(1)." So you can change the default by deleting the old entry and create another with your favorite interval. I believe RMON Manager works with the four free groups. The only limitation (okay, bug) I'm aware of is that RMON Manager doesn't like the traps sent by the DEC event group. What's the trick in getting this to work?
I have added the DECswitch 900EF as an agent and <Test> works fine, but
whenever I try to do anything else, I get the error messages "error
accessing agent ds900ef while creating channel ..." or "cannot communicate
with agent".

Silly me - I accepted the default interface number of 1, which is the
FDDI. I've changed this to an Ethernet interface number and it works fine!
