    Since HUBwatch uses SNMP, I thought this would be a good place to
    start. Is there a good document which explains how to program an
    interface to send/receive SNMP commands to a device?
    
    Can an engineer offer a comment on how this is done?

THE document is "The Simple Book".  

It explains SNMP in gory detail.  It's a well-written easily-read book  You can
find it in your neighborhood technical book store (Soft-Pro, etc).

On a more coding level, most products (like HUBwatch) use one of the small
handfuls of standard SNMP libraries around, like NYSERnet's or Jeff Case's.
