UCX set up properly?
Are you able to ping the switch? If not check out notesfile
SCHOOL::GIGASWITCH note 265.1.
Once in a great while I've found DECndu+ gets hung up. If you type $STOP
and $EXIT in that process and retry it, it will work.

We can also do "download show device 128.250.0.1 /force=gigdescr
/module=6" all day long. We have no problem talking to this
switch. We just can't get it to load the firmware.

| ...as we discussed over the telephone, I strongly suspect that the
problem is one of the following:
1) Confusion amongst multiple tftp servers (only one at a time!)
2) Resource problem on the VMS system preventing the tftp operation
3) ...some variation of the above
I know at various times you have had bootp and tftp services
enabled on UCX on the VMS system. Perhaps UCX has become confused
about the changes. Have you tried completely shutting down the network
and reinstalling both UCX and NDUplus from scratch? If you're using
the NDUplus/tftp *don't* enable it in UCX!

P.S. In general, NDUplus on VMS over UCX works fine for upgrades. I
have upgraded FGL-4s at least 50 times this way with nary a problem.
