  We've a customer DEChub 90 configuration with a mix of hub based
  modules and standalone ones.
  All modules are DECrepeater 90 FA and FL.
  There are 3 DEChub 90 each with both DECrepeater 90 FL and DECrepeater 90FA
  In addition there are 8 standalone DECrepeater 90 FA.
  
  When getting to the management point, is a lonely DECagent sufficient to 
  manage all the stuff:
  
  I guess one possibility would have been to consider hubs as a single 
  community, that would need to have a DECbridge 90 or 90 FL acting as a "hub 
  bus master". But our topology would not accomodate that (3 levels of 
  cascading).
  
  Alternatively, is it possible to address each hub-based module as a 
  standalone one, thus not requiring additionnal bus master modules.
  So we would have a toal number of 14 communities.

  You must have in Dechub90 or in a pair of Dechub90 a least one HUB master
  module (Decagent90/DECbridge90/90FS/TS with new firmware)

   Now you speak for Decstack 90 management right ?

The DECrepeater 90FA and 90FL are not manageable in the standalone
configuration.  Today, they must be in a hub to be managed, either by a DECagent
90 in the same hub or in a hub with a DECbridge 90 or 90FL being managed by a
remote (outside the hub but on the same LAN) DECagent 90.  Soon with the
DECstack 90 configurations, you will be able to manage them with either a
DECagent 90 or DECrepeater 90FS or 90TS.
