Correct that HUBwatch allows you to view most collected counters.
I know of no product that just contains a MIB Browser only. The
cheapest product with a MIB browser is $495, but for the same
price you can buy HUBwatch.
NetView on OSF does include a MIB Browser, if that is your question.

However, when I said mib browser I should have said 'netview mib
application' ie. to present/graph the collected data.
So, since the hub holds the data has anyone written such an
application?

No one has written a DEChub-specific application for Polycenter
NetView to my knowledge, however HUBwatch for OSF AXP release is
getting close. You should be able to launch HUBwatch from the
NetView map.
If you are still interested in a separate application, you might
try posting something at MOLAR::NETMGT or at {VINO,YQUEM}::POLYCENTER.
