Is this true for any distance between the hubs?
The hubs are seperated by more than 200 meters.

Simple Response because topic is very large...
Hubwatch works under SNMP management protocols, you must put a Ip address
on all hubs that's you want to manage (SNMP works with IP protocol).

200 meters is *very* close. I've managed hubs in Singapore from my office
here in Littleton Massachusetts, USA.
SNMP runs over IP which is a routed protocol. Obviously, if you use HUBwatch
(or any other SNMP manager) to manage an SNMP agent on the other side of the
world it gets quite slow. But managing anything within the same metropolitan
area will be just fine.
