If you mean something which makes you think you're working on a
VMS machine with your Atari, then it's probably ST-DCL which is
sold in Germany. I've seen it on a friend's Atari:
The program works nearly exact like DCL except the network features.
Even the help facility is included (in german), and the commands
are the same as in DCL (in english, f.e. "show system", "rename", aso)

Yes a got one
but it is not exactly a VMS shell it is a DCL Shell with all
commands like DIR/DATE/FULL, SHOW XXXX ,SET, COPY,DEL,REN,HELP and so one
he as also an Editor like EDIT, you can define LOGICALS
the Program is called ST_DCL and you can buyed him in Germany
if you have interes in geting it so let mi now
