Hmmph! When Angelica was 18, she was hardly geriatric!
General:
Some just do it. Vivianne (and Nianinne before her) used to do
it periodically, and a sliverr of pink tongue on a black background
is extra cute. However, Morgan, Morlock, and Angelica didn't, Merlin
doesn't, and Karamaneh does it only very rarely.
It takes all kinds, I suppose.

Perhaps their tongue is tired, so they let it droop and rest.

| Re the "tired tongue" theory:
It takes muscular energy to stick out one's tongue, be you human
or feline. Thus, it would be easier for an "exhausted" cat to keep
his or her tongue inside rather than letting it dangle.
However, it's as cute as Hell!
