    Ever since upgrading to VMS 7.1 (Alpha) and UCX 4.1 ECO 2, the SMTP
    process goes crazy every once and a while and goes up to 100% CPU
    utilization.  Running UCX$SMTP_SHUTDOWN doesn't stop the process- I
    have to do that manually.  When I start SMTP up again, everything is
    fine, and the mail in the queues gets processed.  This is what appears
    in the log file:

    It's not always the same user's mail that it gets the access violation
    on.

Sorry you are experiencing this problem.

I believe that the current ECO for UCX 4.1 is ECO4, available
at LASSIE UCX$ECO:.  You could check the release notes for that.
I believe that there have been some SMTP fixes (and will be more
in ECO5).
