	Hi,
	a customer of us wants to work with CLUSTER TIMER at 0. 

	Actually he has set the cluster timer at 0 with:

	UCX>SET CONFIG COMM/CLUSTER_TIMER=0
	UCX>SET COMM/CLUSTER_TIMER=0

	But when he restarts the system or UCX, the CLUSTER TIMER takes a value
of 5 instead of 0.

	At this moment he's using the workaround of putting this value to 0
after the UCX startup procedure, but he wants to know if is there any way to
avoid this.

	I have read some old notes about this, but the problem was the
opposite, and with other ucx versions. 
	This customer works with UCX 4.1 (no ecos) on OpenVMS 6.2-1H3.

	Any hint?

    	Anybody has seen this behaviour before?. 
    
    	We have tested this in one of our local systems with OpenVMS 6.2-1H2 
    and TCP/IP (UCX) V4.1 Eco 3 (no VMScluster) and the results are:
    
    	1.- I we use for cluster_timer any value not 0 all works ok and
    this parameter gets the correct value after ucx$startup.
    
    	2.- I we use a value of 0, the parameter gets a value of 5 after
    ucx$startup.
    
    	Any suggestion?

    	No answer to my question.
    
    	Maybe I must assume this is a known behaviour which only workaround
    is the one that the customer is using now.
    
    	I don't want to raise a IPMT case for this. I'll try to persuade to
    the customer that the workaround is a valid solution.
