The difference between 2 and 3, unless I'm missing your question, is:

2.    Defines a gateway for routing packets for the host with IP
      address 101.81.
                                                    ^^^^

3.    Sets a route through the network whose IP address is 100.45.0.
                               ^^^^^^^

Yes, you want to define a network route.  Remember to include the trailing
'0' in the address, as you did in your note:
        SET ROUTE 10.2.0.0 /GATEWAY=10.1.7.47 /NETWORK
