This problem exist in UCX V4.1 on AXP. The V4.1 ECO kits does not contain
any fixes (I've checked V4.1 ECO-4). It was fixed in V4.0 ECO-3. 
I extracted the UCX$FTP image from a V4.0 ECO-3 kit and installed it on my 
system running V4.1 ECO-2 (I know it's unsupported). It fixed the problem.
Here is the description from the V4.0 ECO-3 release notes.
ECO N   8-AUG-1996                     Alpha and VAX
        Images:
        UCX$FTP.EXE
        Problem:
        FTP/INPUT not working when called from a command file.
        Solution:
        Needed to turn off batch flag when using /INPUT.
        Reference:
        CFS.42969.
Can I get a fix for this problem to V4.1 ? 
I have a call from a customer on this problem. I plan to send him the UCX$FTP 
image from V4.0 ECO-3 as a temporary workaround.

    First of all, the change was not an intentional one.
    
    I am in the process of fixes a long list of FTP problems.  This problem
    was on the list and has been addressed.  The original correction which
    was labeled "ECO M" did not address this problem as it should have.  I
    have corrected this and it should be available soon in an ECO.  The
    ECO has numerous corrections applied to both FTP client and server, and
    requires substantial testing before it is released.  I am about to
    submit it for testing to ensure that I didn't break anything.
