like, they excersize heavy beach control here.
lifeguards are always shooing away kayakers and
surfers from the nice part of the beach, relegating
us to the rocky part near steamer lane.

You are lucky you have beaches good enough to enjoy leisure pursuits
on.
In the U.K. our beaches are very polluted.
The sand and sea are full of used Condoms,Faeces and unwanted small
family pets that have been flushed down the John.
Still , looking on the bright side you can go for a swim and get
something to eat without leaving the water.
