In general, that decision is made by the artist's Product Manager at the
record company. He is the liason between the band and the label, and oversees
all interactions between the two parties.
Depends on the band though - the more pull they have (ie. the more popular
they are), the more they can dictate (or at least veto) the selection of a
single.
