Can someone explain me the difference between DPAINT II and
DPAINT III. (Or point me to a note that has the explanation)

DPAINT III has all the features of Dpaint II, plus some more.
The main additional feature is animation. It also adds half-brite
support, plus some operations run faster.
All in all, Dpaint III is a great buy, but if you are not
interested in creating animations, I believe Dpaint II can be bought
relatively cheap, and will offer you 95% of the paint capabilities
of Dpaint III.
