What program should I use that's cheap (like free, for example,
or <25$) to make titles for television programs?

I have a program called STARTLE (public domain). It scrolls a text
file (centered - your choice of fonts and color) across a moving
starfield (ala Star Trek). Very nice, particularly when you audio
dub some Star Wars music.
