First, lets talk about the differences between how VCS and PCM utilize
LTA devices. VCS required that the LTA devices be created *before* or
*during* the actual run of VCS$STARTUP.COM. Each node managed by PCM
was expected to be accessible via an LTA device of a known name. This
device name was recorded in the configuration database.
On the other hand, PCM creates *it's own* LTA devices each time the
product is started. This is done via the LAT QIO interface. This
means that each time the product is started a whole new set of
LTA devices are created with new device unit numbers. This is why
within the PCM database we want to know the name of the terminal-server
and the name of the port on the terminal server that each node
is connected to instead of a fixed LTA device ala VCS. Note also that
if a network problem causes a connection loss to one or more server
ports that PCM will create a *new* LTA device for that system when it
tries to reestablish the connection.

You have some configuration problem here. Using the info provided
above,insure that the PCM configuration database is setup such that
each managed system record has the correct terminal server name and port
name information.
