Yeah. The servers don't care if there is a cable connected unless
you've got signal checking turned on. The only thing PCM checks is the
software connection to the port. I don't recommend you use signal-check
especially if you use A-B switches toswithc between PCM and a local
terminal. You flick the switch, the signals are lost. Also I don't
know how TELNET connections are affected by the signal-check settings.
It may ignore it.

how often does PCM check the software connection to the port?
is there a set time interval for this polling and is in configurable?

TELNET connections are checked every 15 seconds. The TELNET Status
Timeout is one of the hidden parameters thus it's not supported to
change it. You can see it in the CC version of the editor with SHOW
HIDDEN.
