I have had the following problem on a V6.2 OpenVMS Alpha Server with
PCM 1.6-111 :

After doing a CONSOLE CONNECT, followed by a ^G, the terminal got hung, in
a LEF state.

An ANA/SYS got me the SP -> EXE_STD$CARRIAGE_C+001F8
                            EXE_STD$READLOCK+00030

Copying anything into the busy MBX freed up the LEF, and printed out the
message "Event notification service not running, event update disabled"...
event though event notification WAS running.

Restarting PCM "solved" the problem.
