Is there a way to allow certain users access to certain systems and
not others?
What controls access to reverse lat/telnet ports on terminal servers?
(I.E. can anyone on the same subnet initiate a connection to a console
port?)

    Absolutely. Use the editor to create User records. From the main editor
    window pull down "Edit" and then drag to "Select" and over to
    Create/Modify/Delete whicher is appropriate and release. The resulting
    menu will have many different "priviledges" as well as sub-menus you
    can pull up to grant oaccess to systems.

    If they know the necessary information to perform the connection and
    there are no other connections present then yes they can. In the case
    of LAT you would have to know the LAT group code, server name and name
    of the port. In the case of Telnet connections, you would have to have
    the IP address of the server and the listener number of the port(s).
