    Customer is running OpenVMS VAX V6.1; PCM V1.5; and the latest MUP.  HE
    has created a C3 with $CONSOLE C3.  When attempting to "Connect" from
    it; it fails with %SYSTEM-F-EXPRCLM.  Customer is able to display
    SYSTEM STATUS or EVENTS from the window, but not connect.  Can also
    create different decterms from same process.
    
    AUTHORIZE process quotas are:
    
    	MAXJOBS = 0
    	MAXDETACH = 0
    	PRCLM = 32  (has been increased to 64 w/o any effect)
    
    
    Any ideas or thoughts would be appreciated.

    Sue,
      Does the C3 itself fail or do you get a blank decterm with an exquota
    message? Assuming it's the C3 then I'd suspect BYTLM is too low. I'd
    also suspect that the customer may have increased SYSGEN param
    DEFMBXBUFQUO and the mailboxes being used for IPC etc. are consuming
    a lot of BYTLM.

    Dan,
    
    It appears to be the C3 - no window is being created.  Customer had
    BYTLM at 100,000 and we increased to 150,000 - no improvment.  Customer
    then rebooted on a scheudled autogen reboot only some of the consoles
    would connect after that.  A CONSOLE MONITOR displayed systems in a
    "Port Open Failed" state.  Is this related?  Any futher ideas with the
    EXPRCLM?
