If I try to archive the file used to log PCM events - as described on
4-11 of the PCM User's Guide, it fails with:
$ console archive consolemanager
POLYCENTER Console Manager
Archive facility Version V1.5-000
Copyright (c) 1994 Digital Equipment Corporation. All Rights Reserved
Starting archive procedure for system ConsoleManager
Archive aborted - system has logging disabled
Any clue as to what is wrong? Do I need to somehow enable logging for
the PCM "System"?

Logging is enabled by default for consolemanager itself and there is no
hidden parameter to turn this on/off. You will find the consolemanger
logfiles in CONSOLE$LOGFILES with the others. I tried this on my system
and it does the same thing so it could be a bug in Archive.
I'll have to check the code.

I checked the code and indeed the record for the PCM host has
the log_data field set to false which makes Archive return the error
message.
