I had a customer today install 1.5 on a vax system.  He previously had VCS on
the node so the VAXCLUSTER-CONSOLE license was there.  There was no
POLY-CONSOLEMGR license.  The daemons would not startup.  Enabling DEBUG we 
found the daemon process did not load any licenses.  

The VAXCLUSTER-CONSOLE license was 0 unit, constant=100, product release date
of 1-DEC-1991.  I disabled this and loaded a 50 unit, activity=f, no release 
date and it worked.  Are there some VAXCLUSTER-CONSOLE licenses that will not
work?  Does the release date have to be after certain date?

    Looks like you just found one and it makes sense. The product release
    date is obviously earlier than the release date for PCM hence it didn't
    accept it. Was it a TSP or a SUP?
