    Problem:
    
        CONSOLE SHUTDOWN/NOCONFIRM does not shutdown Console manager. All
        CM process continue to run and all interface commands (CONNECT,
        COORD, MONITOR) continue to function. Also, there is no notification
        message displayed as there is with the /CONFIRM qualifier.
    
    Configuration: 
    
        VS4000-60 running VMS 6.0 and running the latest PCM FT version.
