process_refpage has been modified to recognize the PTC and STEEL releases.  
I'm surprised that writers did not run into this error earlier; thank you, 
Tom for bringing it to my attention.

The modified copy of process_refpage has been put in the 
osf1refpages.ptcbl03 and osf1refpages.steelbl07 backing trees.  As soon as 
those backing trees are re-supped to UNX, you should be able to run pman.

I'm back to not being able to close QARs in reference pages
because the bloody system hates me again!  To wit:

when I try and do pman on a file I've checked out and edited --


File csh.1 passes standard testing

pman: processing failed

tman and build seem to like it okay.
