I am unable to "bco" files in my sandbox. I have been told that I am in the ACL list
for the backing tree I am using though.
When I do "bco cam_disk.c" I get "co: Access denied by ACL"
What else can cause this?

You have not been added to the RCS acl which allows you to check out and check 
in files. This happens when your supervisor/project leader sends mail to reng 
requesting access and includes your PRINCIPAL_NAME and the RCS pools you need 
access to (OS,X11,CDE etc).
