Grant,
I'm confused, as usual.    Maybe it's not acls we need, but something's
not working.

Zig Korona created a sandbox backed against steelx11.  But he found
that he couldn't do a bco.  If he can't do a bco, he certainly can't
do a srequest or a bsubmit.  

Additionally, he's trying to do a bsubmit on the steelcde pools (where
he was able to do bco, bci, srequest -- which was approved by Chris Beute).
But he's not able to do the bsubmit to the steelcde pool.

So, we're confused.  Can you pls help us out?

It sounds loke Zig was never set up for Steel Developement.  He needs to
get added to the rcs/os and rcs/x11 ACLS [so that he can bco/bci from the
*os , *dx and *x11 pools].  And since you say he is an approved Steel 
developer, he should get added to the Steel ACLS.  We [Steel], don't closely
track ACLS to approved srequests, we just add all known Steel developers to
the appropriate ACLS.  The project is too big to manage ACLs by hand day to
day.

At any rate, Sue Schueller is the person to talk to about all of the above
ACL needs.

bco/bci access is really RCS access and is controlled by the RCS acl's - it's 
not stream specific. Usually when someone requests say steelcde access, they 
need to submit and are not in the submit pool acl - which is controlled by the 
project team.

I just added him to the i18N* RCS pools and the X11/DX rcs pool. If there's a 
pending submit, he'll need to get the project team to add him to the submit 
pool in question.
