That's because steel's BL4 code freeze was last nite and the pools are now
locked for all submissions.

Janice,
The Steel pools were closed at 7pm last night for the BL4 Code Freeze.
We are kitting BL4 today. I will send out a message when the pools will
be opened again for BL5.

is scheduled to open Tuesday, October 1.
