Hi Craig,
The problem here is that because you bailed out, you're a little out of sync,
but it should be recoverable. You can't check in the files because you haven't
got them checked out. You can't submit because the files got left in a
writeable state. If they are OK as is, then just do a chmod 444 on the files
in your sandbox and then try submitting. If that still doesn't work. bco and
then bci them one more time and then submit. If you still need to fix merge
work, this may be the best course anyway.

Thanks Grant! The chmod has got me back on track.
Next question: So who do I send the bug report to on bsubmit?
It told me nothing had been done and that I all needed to do was
retry the submission, but then it left me in a bad state, one that
wasn't obvious to me how to get out of...

Craig, please use either the "send_pr" command (which will have you edit
a form and then mail it) or the web interface, available via the help pages
in our rengweb, or just go to:
http://nsa.zk3.dec.com/ode/ODE-Bugtrack.html
and click WWW interface.
Please provide as much detail as you can.
