Subject: looks like the rc_files/local.sharedsandbox file's really missing...
thus submits to the ptaqa pool don't work. bcreate/bco/bci/bcs/blog
are okay, but without that file it don't know (pardon my French) where
to put the submissions. Let's wait 'til Josh, Grant, or whoever gets
in tomorrow morning and looks at it. I'll check with them. Thanks, --lee
