From your mail you don't want to back out a bcreate, but just set
the comment leader to NONE:
bcs -cNONE file [file ...]
You can also set it to BIN; the difference is that NONE will allow
bdiff and bmerge operations, but BIN assumes the file's really binary
and won't allow these.

It seems that I get myself stuck on this problem whenever I want to
create a new inventory file without a header. If I forget the bcreate
-noheader flag, it seems that I am totally *hosed*. Attempts to bci
-defunct the file fail, as do attempts to change the header using bcs
-c "Something-else".
How can I either blow away the rcs entry entirely and start over or
REALLY
convince ODE that I want NO header, after I've implied that I want
one?
Your help is appreciated. (FWIW, I think this is an area of
weakness in ODE itself. The interface is much too hard to figure out
in this area, even if I am doing things totally incorrectly). Many
thanks for assisting ol' fumble fingers! :-)
