tomp being the user name. Does the missing user name mean there was
a problem with the bsubmit?

  Detailed description:

[ ./etc/zoneinfo/europe ]
	Updated European timezones for new EC (European Community) rules which
	will be active in 1996.  Also added more up-to-date rules for the
	affected timezones from the latest PD source.  Split GB-Eire into
	London, Dublin and Belfast to more accurately reflect timezone rules
	for each.  Preserved GB-Eire as a link to London for compatibility.
	Included relevant comments from latest PD source for reference since
	we ship the source.  Removed W-SU rules since it's never used.  These
	changes are consistent with those made in Digital UNIX v4.0.
