Pete, there doesn't seem to be anything, except maybe your own lock
in the way here.

There are two locks on cmm_adi.c, both of which are on private branches:

    locks: strict
	    Peter_Schulter: 1.1.8.1
	    Uttam_Shikarpur: 1.1.3.1
    ...
    symbolic names:
	    Peter_Schulter_atm: 1.1.8
	    Uttam_Shikarpur_atm1: 1.1.3

Admittedly, Uttam's is real old and should be nuked, but it can't be
getting in your way.  

I suspect that your own lock is getting in the way.  You've done a bco,
which created & locked the 1.1.8.1 version, but you didn't do a bci,
which would unlock 1.1.8.1 and create a 1.1.8.2, ready to bsubmit.
