I submitted a change that was approved after the BL9 deadline, then went
to update the srequest to reflect that.  What I got was:
alingo 8% srequest -update ptos-3724-werme

This submit request update will be logged against release 'pt'

Is this correct ?  [y]: 

Enter the baselevel NUMBER   [10]: 

[Very long pause here]

ERROR: Form 'ptos-3724-werme' locked by another user

Exiting .....

All I was going to do was change BL9 to BL10 (if srequest didn't do that
for me).  Does -update handle base level shifting, anyway?

No, there's a separate flag for that and you need to be the project leader or
TPL to do it.
