I believe there must be something wrong with the pool. The failure:
mkcatdefs: Cannot open vquota_msg.h
I believe there is a possibility that the Makefile isn't generating
the .h file ...
I generated my own in that directory but the build didn't seem to be
able to generate it (as a side effect of the mkcatdefs you generate
the file) in the obj/alpha/usr/sbin/vquota subdirectory.
Could you look at it for me ? Thanks
